YESC Distribution Line Project — Delivering Reliable Power for Yangon
The YESC distribution line project for FY 2024–25 modernized medium- and low-voltage networks across multiple Yangon townships. Funded by the Yangon Region Government, the works expanded capacity, improved safety, and reduced interruptions on feeders serving dense residential and commercial zones. The program delivered overhead and underground cable assets, new transformers, and 12 kV VCB panels, all aimed at 24-hour reliable supply.
Where the Works Happened
Target townships included Dagon (South), Taikkyi, Thaketa, Insein, Shwepyithar, Thanlyin, Hlegu, and Hlegu (Faunggyi). Packages were prioritized for outage-prone corridors, new housing estates, markets, schools, and clinics—boosting resilience where demand is rising fastest.
Turnkey Scope & Deliverables
Executed on a full turnkey basis—survey, design, procurement, construction, testing, and commissioning—the program included:
- Overhead lines: 0.4 kV, 6.6 kV, 11 kV (SAC & ACSR), and 33 kV ACSR upgrades with new poles, crossarms, insulators, conductors, and sectionalizing.
- Underground systems: MV/LV underground cable routes with jointing, terminations, link boxes, and route markers; reinstatement to municipal standards.
- Substation & distribution equipment: installation of 11/0.4 kV and 33/0.4 kV transformers, protection/earthing, and 12 kV VCB panels for switching and feeder reliability.
- Safety & quality: HSE controls for urban works, traffic management, fenced work zones, and QA/QC checkpoints aligned to national and international standards.
Planning, Schedule, and Risk Management
Completion in 165 days (1,320 hours) required meticulous staging. Before mobilization, multidisciplinary teams were deployed, long-lead equipment was secured, and rainy-season calendars were baked into the schedule. Daily toolbox talks, permit-to-work routines, and proximity procedures near energized assets kept crews safe while maintaining productivity in congested streets.
What Changed on the Ground
Upgrades under the YESC distribution line project delivered tangible improvements:
- Fewer outages & faster restoration thanks to sectionalizing and VCB switching.
- Better voltage profiles on 11 kV and 33 kV line Yangon feeders feeding dense load centers.
- Lower technical losses from reconductoring and transformer right-sizing.
- Improved public safety with insulated drop lines, tidier service routing, and compliant clearances.
Handover and Compliance
All packages were tested, commissioned, and formally handed over to Yangon Electricity Supply Corporation (YESC) with as-built drawings, test reports, and O&M guidance. Materials and workmanship conformed to national and international quality standards, ensuring durable performance for electricity distribution in Yangon.
Community Impact
Residents and businesses across the listed townships now benefit from:
- 24-hour supply readiness on reinforced feeders,
- Safer connections in crowded neighborhoods,
- Capacity headroom for future load growth (housing, SME, public facilities).
